If you have PunkBuster problems, download the setup and install it by removing the old version. You don't need to worry because the setup will detect the version installed in your computer and it will remove it by installing the new one.
You are lacking the latest version of DirectX 9.0c. To install it, visit Microsoft and download the June 2010 update because it will install newest versions of the DLL files needed by the game to run properly.
Try uninstalling the application and then installing it again. This should fix it because you cannot downgrade the patch to an inferior version. It's easier to take this approach instead of messing around with files which could cause stability and frame issues.

The game works fine in Windows Vista but you'll need to apply a Windows XP compatibility tweak using right click on the main file and install the latest DirectX 9.0c Update (June 2010 Update). This should work flawlessly and you can enjoy the game to the full if you have a powerful computer.
